Speaker Biography: Dr. Keith Lowe

As an undergrad at Harvard, Keith Lowe was the recipient of the Boylston Speaking Prize for two consecutive years.

He spoke at many anti-war and civil rights rallies in the USA during the sixties.

His essay, "Towards a Black University", published in Liberator magazine in 1969, was very influential in the birth of Black Studies.

As an independent consultant, Dr. Lowe wrote a report for the Ontario government on the portrayal of visible minorities in Canadian advertising, and a report on the state of race relations in Toronto for the federal government.

He served on the staff of the House of Commons Special Committee on Visible Minorities in Canadian Society which issued the historic report EQUALITY NOW in 1984.

He conducted a study of the attitudes of members of Parliament on bilingualism and multiculturalism in 1996.

Currently Dr. Lowe is a senior policy analyst with the Ministry of Education, Ontario. He was also an employment equity advisor in the Ontario government (1989-97), with experience in investigation of human rights complaints, employment systems review, accommodation of persons with disabilities.

He has done numerous projects in organizational development, program evaluation and strategic planning for government, community and religious organizations.
